What is the maximum wind speed allowed for work in the case of cranes?

If 42 km/h is reached, the operation must be stopped. Work can only be performed with assisted operation.
At 82 km/h, total equipment shutdown is mandatory.

Is there any regulation requiring the use of an Anemometer in load-moving equipment in outdoor areas?

Yes. In Brazil, there are NR18 and NR12 standards.
NR18 Standard for civil construction
18.14.24.11 – Cranes must mandatorily include the following safety items (Amended by Ordinance SIT n.º114, January 17, 2005):
k) anemometer;
18.14.24.6 – Any work under adverse weather conditions or other unfavorable conditions that expose workers to risk is prohibited. (Amended by Ordinance SIT n.º114, January 17, 2005)
18.14.24.6.1 – The crane must have an automatic device with a sound alarm indicating winds exceeding 42 Km/h. (Included by Ordinance SIT n.º114, January 17, 2005)
18.14.24.6.2 – Crane operation must be interrupted when winds exceed 42 Km/h. (Included by Ordinance SIT n.º114, January 17, 2005)
18.14.24.6.3 – Work can only be performed under wind conditions above 42 km/h with assisted operation. (Included by Ordinance SIT n.º114, January 17, 2005)
18.14.24.6.4 – Under no circumstances is crane operation permitted when winds exceed 72 Km/h. (Included by Ordinance SIT n.º114, January 17, 2005)
NR12 Safety standard for lifting equipment
12.4.26 – Lifting equipment used to move people in a suspended basket must include at least:
a) An anemometer that emits a visual and sound alert to the operator of the lifting equipment when wind speeds equal to or exceeding 35 Km/h are detected.

Does the WIND800 Anemometer from ACR comply with standards in Brazil and worldwide?

Yes, it was designed to comply with any existing standard, as it has two limit relays that can be easily programmed by the user according to the applicable standard.
Example, NR 18:
RELAY 1: 42 Km/h (18.14.24.6.3 – Work can only be performed under wind conditions above 42 km/h with assisted operation. (Included by Ordinance SIT n.º114, January 17, 2005)
RELAY 2: 72 Km/h (18.14.24.6.4 – Under no circumstances is crane operation permitted when winds exceed 72 km/h. (Included by Ordinance SIT n.º114, January 17, 2005)

From what working height is the use of an anemometer mandatory?

There is no specific standard. However, working at height is considered any activity performed above 2.00 m (two meters) from the lower level, where there is a risk of falling due to excessive wind.

How to install the WIND800 Anemometer Cup Sensor at the tip of a Crane and ensure its vertical position, regardless of the boom inclination?

We have a self-leveling mount (gravitational mount) available for sale, which can be purchased separately as an option.
It is a swivel mounting bracket for use on cranes, where the cup sensor remains vertically aligned regardless of the crane boom's inclination.
